Commercial Breeding of Animals; Requiring commercial breeders to comply with certain federal animal welfare standards and rules adopted by the Department of Business and Professional Regulation that require compliance with future amendments to the standards; requiring commercial breeders to register with the department; providing for the inspection and annual reinspection of locations where commercial breeders house animals; prohibiting certain acts by commercial breeders; specifying that certain proceedings are governed by the Administrative Procedure Act, etc.
