Telecommunications Access System; Recognizing that the 21st Century Communications and Video Accessibility Act mandates additional safeguards ensuring that persons who have a hearing loss are able to access Internet-based and digital communications; requiring that the Public Service Commission establish a recovery mechanism that requires commercial mobile radio service providers to impose a monthly surcharge on their subscribers; providing for the distribution of wireless mobile devices to qualified persons, etc.
