Health Care; Creating the “Florida Hospital Patient Protection Act”; providing minimum staffing level requirements for the ratio of direct care registered nurses to patients in a health care facility; specifying the required nurse-to-patient ratios for each type of care provided; requiring that the Agency for Health Care Administration develop uniform standards for use by health care facilities in establishing nurse staffing requirements; authorizing a direct care registered nurse to refuse to perform certain activities if he or she determines that it is not in the best interests of the patient, etc.
