GENERAL BILL by Bullard

Public Service Commission; Amending a provision relating to the code of conduct for public officers; providing for nonpartisan election of commissioners; increasing the length of time a former member may not accept employment or compensation from a public utility regulated by the commission; prohibiting a candidate for the office of commissioner from accepting contributions from certain regulated entities; requiring the commission to consult with the Public Counsel before ruling on any change of rates, etc.

Effective Date: Except as otherwise expressly provided in this act, this act shall take effect July 1, 2013
