Resident Status for Tuition Purposes; Prohibiting a dependent child who is a United States citizen from being denied classification as a resident for tuition purposes based solely upon the citizenship status of his or her parent; requiring the State Board of Education to adopt rules and the Board of Governors of the State University System to adopt regulations, etc.
