Senior Services; Authorizes each county to create by ordinance independent special district to provide funding for services for seniors; requires elector approval to annually levy ad valorem taxes; requires district to comply with statutory requirements related to levying & fixing millage & filing financial or compliance reports; provides for dissolution of district; creates district governing council; specifies council powers & functions; specifies council responsibilities & duties; authorizes two or more districts to enter into cooperative agreements; requires council to prepare tentative annual budget & compute millage rate to fund district; requires tax moneys collected to be paid directly to council by county tax collector & deposited into qualified public depositories; requires specified members to file surety bond; specifies expenditures of funds; requires council to prepare & file quarterly financial reports with county governing body; prohibits council from requiring specified matching funds.
