Overseas Voter Ballots; Revises absentee ballot instructions to notify an overseas voter when his or her ballot must be postmarked or signed & dated & received; provides circumstances & establishes deadline under which absentee ballot sent from overseas voter will be counted in presidential preference primary or general election.
