Implementing 2013-2014 General Appropriations Act; Implements 2013-2014 GAA; incorporates by reference calculations of FEFP; provides that funds for instructional materials shall be released and expended as required in proviso language; incorporates by reference certain calculations for Accelerated Connectivity Highway; provides requirements to govern Onsite Sewage Nitrogen Reduction Strategies Study; incorporates by reference certain calculations of the Medicaid Low-Income Pool, Disproportionate Share Hospital, & Hospital Reimbursement Programs; authorizes DOC to submit budget amendment for additional positions; requires DJJ to comply with specified reimbursement limitations; directs DMS to use tenant brokers; authorizes DACS to renew certain contracts; provides for distribution of Florida Forever Trust Fund; requires certain competitive bidding; authorizes EOG transfers; provides for issuance of new debt; limits travel funds; provides co-payment amounts for state employees prescription drug program.

Effective Date: July 1, 2013, or if this act fails to become a law until after that date, it shall take effect upon becoming a law and shall operate retroactively to July 1, 2013
