Natural Gas Motor Fuel; Deletes definitions for terms "alternative fuel" & "natural gasoline"; repeals provisions relating to annual decal fee program for motor vehicles powered by alternative fuels; repeals provisions relating to requirements for alternative fuel retailer licenses; provides directive to Division of Law Revision & Information; establishes requirements for natural gas fuel retailer licenses; provides penalties for certain licensure violations; provides calculations for motor fuel equivalent gallon; provides for levy of natural gas fuel tax; authorizes DOR to adopt rules; establishes requirements for monthly reports of natural gas fuel retailers; provides that reports are made under penalties of perjury; allows natural gas fuel retailers to seek deduction of tax levied under specified conditions; provides exemptions & refunds from natural gas fuel tax; expands use of local government infrastructure surtax to include installation of systems for natural gas fuel; provides exemption from taxes for natural gas fuel; directs OPPAGA to complete report reviewing taxation of natural gas fuel; requires submission of report to Legislature by specified date; creates natural gas fuel fleet vehicle rebate program within DOACS; requires department to publish on its website availability of rebate funds; requires department to submit annual assessment to Governor, Legislature, & OPPAGA by specified date, etc. APPROPRIATION: $30,000,000
