Newborn Screening for Critical Congenital Heart Disease; Provides requirements for screening newborns for critical congenital heart disease; requires that physician, midwife, or other person attending newborn maintain record if screening has not been performed & attach written objection signed by parent or guardian; requires that each hospital & each licensed birth center designate lead physician & licensed health care provider, respectively, to provide programmatic oversight for screening; requires that screening for critical congenital heart disease be conducted on all newborns in hospitals & birth centers in state; authorizes DOH to adopt rules to administer screening program.
