GENERAL BILL by Rangel ; (CO-INTRODUCERS) Campbell

Youth In Solitary Confinement; Creates "Youth in Solitary Confinement Reduction Act; prohibits DOC or local government body from subjecting youth to solitary confinement; provides exceptions; provides restrictions on placing youth prisoners in emergency cell confinement; requires that mental health clinician evaluate face-to-face within specified time youth prisoner who is subjected to emergency cell confinement; requires visual checks at specified intervals; provides for individualized suicide crisis intervention plan, if applicable; provides for protection of youth prisoners in disciplinary cell confinement; provides reduced isolation for youth prisoners in protective custody; requires DOC & counties to review policies relating to youth prisoners; requires report; requires sheriffs to adopt standards.
