Personal Identification Information Theft; Provides that it is unlawful for any person to willfully and without authorization fraudulently use personal identification information concerning specified individuals without their consent; provides for surcharge & allocation thereof; provides legislative findings; creates Identity Theft & Fraud Grant Program; provides appropriations. APPROPRIATION: $300,000
