Economic Incentive Programs; Provides that certain information disclosed or published in specified manner is no longer confidential & exempt; requires DEO to contract with independent third party to verify compliance with economic development incentive requirements; requires DEO to publish results of independent third party review within specified period; deletes provision excluding board of directors of EFI from provision prohibiting solicitation & acceptance of certain gifts; requires two-thirds vote for certain contracts executed by EFI; reduces state operational funding to EFI under certain circumstances; requires person appointed president of board of directors of EFI to be confirmed by Senate; provides requirements for incentive payments made to employees of EFI.
