Postsecondary Education; Requires BOG to establish pilot program to create system under which person who is accepted to attend institution of higher learning may forgo paying tuition & fees if he or she contracts with institution to pay to institution or state percentage of his or her income for specified number of years after graduation, transfer, withdrawal, or expulsion.
