Commissioner of Energy/Composition of Cabinet; Proposes amendments to s. 4, Art. IV & creation of new section in Art. XII of State Constitution to provide for statewide election of Commissioner of Energy; provides for commissioner to serve as state's energy policy chief & supervisor of energy matters & provide specific duties & includes commissioner as member of Cabinet, Board of Trustees of Internal Improvement Trust Fund, & Land Acquisition Trust Fund & as component of head of FDLE.
