Secondary Metals Recyclers; Providing for a type two transfer of the regulation of secondary metals recyclers from the Department of Revenue to the Department of Agriculture and Consumer Services; authorizing investigators of the Department of Agriculture and Consumer Services to inspect regulated metals property and records of secondary metals recyclers; requiring that a secondary metals recycler maintain certain insurance coverage throughout the registration period; requiring that certain applicants for a secondary metals recycler registration be fingerprinted by certain agencies, entities, or vendors, etc. APPROPRIATION: $445,385
