Fair Associations; Prohibits county from levying specified taxes, special assessments, or fees against land owned by fair association; prohibits county, municipality, or special district from imposing impact or mobility fee on fair association; prohibits municipality from levying special assessment for specified purposes against real property owned by fair association; exempts specified personal & real property of fair association from ad valorem taxes; prohibits water control district from levying special assessments for proposed works & improvements against real property owned by fair association; exempts real property owned by fair association from maintenance tax by water control district; exempts fair associations from certain assessments or fees by local or regional governmental entities; declares important state interest.
