Elections; Requiring the Department of State to develop an online voter registration system; authorizing the supervisor of elections to choose the method of providing sample ballots to electors; providing that an absentee ballot request from a first-time online registrant is not valid unless certain conditions are met; designating locations where the supervisor may accept or receive an elector’s voted absentee ballot, etc.
