State Lotteries; Offers special instant scratch-off lottery game entitled "Ticket for the Cure" by DOL; provides for revenues to be used for purpose of funding breast cancer research & services for certain breast cancer victims; provides restrictions for use of funds; defines terms "net revenue" & "research"; authorizes DOL to adopt rules; provides for revenues to be equitably apportioned to certain state universities to be used for purpose of funding breast cancer research & services for certain breast cancer victims.
