GENERAL BILL by Justice Appropriations Subcommittee ; McBurney

Counsel in Proceedings for Executive Clemency; Deletes provisions concerning power of trial court to appoint public defender, office of criminal conflict & civil regional counsel, or other attorney in proceedings for relief by executive clemency; deletes provisions concerning appointment of public defender or attorney by court to represent an indigent defendant in death penalty executive clemency proceedings; deletes provisions concerning compensation of appointed attorney representing defendant in executive clemency proceedings; creates new provisions that provide for clemency counsel representation of defendant in executive clemency proceedings & provide for compensation.
