Student Discipline; Requires school districts to adopt standards for intervention rather than code of student conduct; revises qualifications & duties of school resource officer & school safety officer; requires school district policy on referrals to criminal justice or juvenile justice system; requires cooperative agreements with law enforcement agencies; requires use of alternatives to expulsion or referral to law enforcement agencies except in certain instances.
