Mandatory Minimum Sentencing; Authorizes judge to impose sentence below mandatory minimum sentence; requires judge to state in writing reasons for departing from or using mandatory minimum sentence; provides factors that judge must consider in deciding whether to depart from mandatory minimum sentence.
