Racial and Ethnic Impacts; Requires presentation of minority correctional impact statement before floor debate of certain legislation affecting criminal offenses or penalties; provides requirements for such statement; requires state agency that awards grants to include with each grant application racial & ethnic impact statement; provides that statement may only be used for informational purposes; limits requirement to grants awarded to entities other than natural persons.
