Public Records/Public Agency Contracts; Requiring that a public agency contract for services include a statement providing the contact information of the public agency’s custodian of records; requiring each agency to provide training and information on the requirements of ch. 119, F.S., to agency employees; requiring a court to determine if a complainant provided certain written notice to an agency’s custodian of public records in order to assess and award attorney fees in a civil action to enforce ch. 119, F.S., etc.
