Juvenile Detention Costs; Revises provisions relating to state payments for costs of juveniles residing in fiscally constrained counties & out of state; deletes provisions relating to development & use of methodology for determining amount of each fiscally constrained county's costs of detention care; requires each nonfiscally constrained county to budget certain amount for costs of juvenile detention care; specifies duties of DJJ; provides for calculation of county contributions; deletes provisions relating to technical assistance to department; provides for review of county payments; provides certain assurances to holders of bonds issued by counties.
