Department of Environmental Protection; Provides for administration & funding of Administrative Trust Fund, Environmental Laboratory Trust Fund, Working Capital Trust Fund; Minerals Trust Fund; & Air Pollution Control Trust Fund; removes provisions authorizing DEP to enter into certain contracts & agreements for pollution control projects relating to clean air and water & to use federal funds for various environmental & natural resource program purposes; provides for deposit of restricted contractual revenue from private & public nonfederal sources to be used for grant or donor agreement activities; authorizes DEP to transfer certain appropriations to Federal Grants Trust Fund; revises percentage of funds distributed from Solid Waste Management Trust Fund to DACS for mosquito control & to DEP for solid waste management grant program.
