Florida Personal Learning Scholarship Accounts; Amends Florida Personal Learning Scholarship Accounts Program; revises definitions, program eligibility criteria, & requirements for notification of participation in program; authorizes program funds to be used for specific purposes; revises duties of DOE; revises contents of parent agreement; authorizes creation of annual learning plan; requires priority be given to certain students for admittance into program; authorizes certain funds to roll over from year-to-year; provides for administrative & program costs.
