Local Government; Authorizes use of impact fees for new & existing capital facilities; authorizes county or municipality to impose surcharge on certain real property transactions in lieu of assessing impact fees; restricts amount of surcharge; specifies procedures enacting ordinance to authorize surcharge; requires county or municipality to deposit revenues into special trust fund; specifies authorized uses of surcharge revenues; prohibits county or municipality that imposes surcharge from assessing an impact fee for same purpose.
