Freight Mobility and Trade Projects; Amending provisions relating to fees collected by the Department of Highway Safety and Motor Vehicles for issuance of motor vehicle certificates of title and related services; providing for certain funds in the State Transportation Trust Fund to be set aside for specified freight mobility and trade projects; amending provisions relating to motor vehicle license taxes; providing that certain fees collected shall be set aside for specified freight mobility and trade projects, etc.
