Drone Surveillance; Designates act as "Florida Drone Privacy Act"; requires FDLE to develop guidelines for use of drones by state or local law enforcement agencies; requires such law enforcement agencies to annually report to FDLE, & requires FDLE to annually report to Governor & Legislature, regarding drone usage; specifies situations in which it is lawful to capture image with drone; prohibits capture of image of individual or privately owned real property using drone in certain circumstances; prohibits possession, disclosure, display, distribution, or use of such illegally captured images; provides defenses to prosecution; prohibits use or discovery of such images in legal proceedings; provides exceptions; provides for civil actions for damages relating to violations; provides for court costs & attorney fees; specifies limitations period for such actions; provides criminal penalties.
