GENERAL BILL by Criminal Justice Subcommittee ; McBurney
Correctional Work Programs; Removes provisions of part II of ch. 946, F.S., relating to leased or managed work programs; authorizes DOC to create & operate correctional work programs; provides for evaluation & assignment of inmates to such programs; provides for sale of goods & services produced in correctional work programs; prohibits state agencies from purchasing goods & services from other sources in certain circumstances if correctional work programs produce comparable goods & services; exempts sales to government entities from specified purchasing provisions; authorizes DOC to provide inmate services or inmate goods to private enterprises in certain circumstances; prohibits sale of goods made by inmates except when in compliance with specified provisions; provides for rights of inmates; specifies that inmates are not state employees; authorizes DOC to contract with private sector to establish prison industry enhancement programs; creates Prison Industry Board of Directors; provides for membership, terms, meetings, & compensation of board; provides for powers & duties of board & DOC.
