Confidential Informants; Requiring a law enforcement agency that uses confidential informants to adopt policies and procedures providing reasonable protective measures; requiring a law enforcement agency that solicits a person to act as a confidential informant to inform such person of his or her right to consult with legal counsel before signing a Substantial Assistance Agreement; requiring a law enforcement agency to annually collect and submit confidential informant data to the Department of Law Enforcement, etc.
