Transactions with Foreign Financial Institutions; Requires chartered financial institutions with certain correspondent or payable-through accounts to report specified information to OFR; provides moratorium on certain licensing requirements by OFR for organizations & entities that provide services to certain international trust entities; provides procedural requirements for application of moratorium to such organization or entity; authorizes OFR to apply other provisions of financial institutions codes; provides for expiration.
