State Group Insurance Program; Authorizing employees to use a certain portion of the state’s contribution to purchase additional program benefits and supplemental benefits under specified circumstances; requiring the Department of Management Services to develop a plan for implementation of the benefit levels; authorizing additional benefits to be included in the program beginning with the 2017 plan year; requiring the department to competitively procure an independent benefits consultant, etc. APPROPRIATION: $658,762
