Capital Formation for Infrastructure Projects; Modifying legislative findings and intent relating to the need for seed capital and venture equity capital to include infrastructure funding; creating the Florida Infrastructure Fund Partnership as a private, for-profit limited partnership or limited liability partnership; requiring the Florida Development Finance Corporation to issue contingent state revenue bonds to investment partners in the Florida Infrastructure Fund Partnership; providing that contingent state revenue bonds become an obligation to the state by the partnership in certain circumstances, etc.
