GENERAL BILL by Appropriations ; Judiciary ; Lee

Administrative Procedures; Providing procedures for agencies to follow when initiating rulemaking after certain public hearings; providing for publication of notices of rule development and of rules filed for adoption; specifying legal authority to file a petition challenging an agency rule as an invalid exercise of delegated legislative authority; providing that administrative challenges to proposed regulatory permits related to special events are subject to certain summary hearing provisions, etc.
