Offenses Evidencing Prejudice; Designates act "Carl's Law"; removes provisions relating to reclassification of offenses committed while evidencing prejudice based on mental or physical disability of victim from provisions relating to offenses evidencing prejudice generally & reenacts them in separate statute section.
