Capital Formation for Infrastructure Projects; Includes infrastructure funding in legislative findings & intent relating to need for seed capital & venture equity capital for emerging companies; provides for Florida Opportunity Fund to facilitate creation of private, for-profit limited partnership or limited liability partnership & provides duties, requirements, procedures, & applicability thereto; provides for creation of state beneficiary public trust & duties, requirements, procedures, & applicability thereto; provides for issuance of contingent state bonds by DOR & exempts such bonds from specified securities transaction regulation; authorizes DOR to share information regarding such bonds.
