Cigarette Surcharge and Tax; Revising provisions relating to the surcharge and tax on the sale, receipt, purchase, possession, consumption, handling, distribution, and use of cigarettes; deleting a provision that authorizes the Division of Alcoholic Beverages and Tobacco of the Department of Business and Professional Regulation to authorize manufacturers to distribute free sample packages of cigarettes, etc.
