Penalties and Fees; Specifies information to be completed by persons seeking indigent status in certain situations; revises requirements relating to payment of court-related charges; specifies role of private attorneys & collection agents in pursuing unpaid moneys; revises provisions relating to revocation or suspension of driver licenses in specified criminal & civil cases; revises provisions regarding person's inability to pay certain penalties; authorizes judges to rely on previously provided information to convert certain statutory financial obligations into obligations to perform community service.
