Postsecondary Educational Institution Affordability; Prohibits Board of Trustees of Santa Fe College from increasing transportation access fee; prohibits FCS institution & state university boards of trustees from increasing certain student fees after specified date; requires FCS & SUS chancellors to submit annual reports regarding revenues generated by distance learning course fee to Governor & Legislature; removes authority of BOG to establish new student fees; requires state university to waive certain fees for specified graduate students.
