State Economic Enhancement and Development Trust Fund; Requiring the Department of Economic Opportunity to retain funds appropriated for specified programs until performance requirements for incentives are submitted and verified; requiring the department to return certain unexpended funds to the State Treasury; creating the Quick Action Closing Fund Escrow Account within the State Economic Enhancement and Development Trust Fund; requiring the department to determine whether the account contains moneys from specified agreements or contracts that have terminated or expired or for which the applicant has not met performance conditions, etc.
