Sale and Delivery of Firearms; Requires parties, if neither party to firearm transaction is licensed dealer, to complete transaction through licensed dealer; specifies procedures & requirements; removes provisions authorizing licensee to complete sale or transfer of firearm without receiving certain notification from FDLE in certain circumstances; removes provisions exempting licensed importer, manufacturer, or dealer from sale & delivery requirements; applies 3-day waiting period to private sales of handguns facilitated through licensed dealer.
