Child Welfare; Requiring the Agency for Health Care Administration to establish a technical advisory panel to develop procedures and standards for measuring outcomes of pediatric cardiac catheterization programs and pediatric open-heart surgery programs; extending court jurisdiction to 22 years of age for young adults with disabilities in foster care; requiring a court to inquire as to the identity and location of a child's legal father at the shelter hearing; revising circumstances under which grounds for the termination of parental rights may be established; requiring a facility to initiate an involuntary examination of a minor within 12 hours after his or her arrival, etc. APPROPRIATION: $250,000
