Domestic Wastewater; Requiring that all functioning reuse systems meet specified minimum baseline flow standards by specified dates; revising the plan that holders of permits authorizing discharge of domestic wastewater through an ocean outfall must submit to the Secretary of Environmental Protection, etc.
