Controlled Substance Offenses; Reduces minimum mandatory sentences for certain trafficking offenses; increases threshold amounts for certain trafficking offenses; authorizes downward departures for sentences for certain violations involving trafficking in hydrocodone or oxycodone; increases sentencing scoresheet multiplier for drug trafficking offenses.
