Certificates of Title for Motor Vehicles; Prohibits DHSMV & tax collector from charging fee/service charge, except expedited title fee, if applicable, for certificate of title issued for motor vehicle solely to remove deceased coowner from title registered in names of two persons if other coowner is surviving spouse.
