Safe Neighborhood Improvement Districts; Creates Safe Neighborhood Improvement District Revolving Loan Program; specifies authority of DLA in managing & implementing program; authorizes safe neighborhood improvement district to borrow funds made available under program; authorizes DLA to adopt rules related to loan program; requires DLA to prepare annual report; specifies audit procedures; authorizes DLA to charge reasonable service fees; specifies procedures in event of loan default.
