Tobacco Products; Redefines term "tobacco products"; authorizes sale or delivery of tobacco products in direct, face-to-face exchanges with dealers or their agents or employees; removes provision that allowed sale or delivery of tobacco products from vending machine equipped with certain device; exempts specified products from direct sale requirement; prohibits certain retailers from placing certain products or devices in open display unit; repeals provisions relating to nicotine products & nicotine dispensing devices.
