Administrative Procedures; Revises positions that are exempt from Career Service System; applies certain provisions applicable to rules other than emergency rules to repromulgated rules; requires agency provide notice of regulatory alternative by certain date; requires agency review of rules & repromulgation of certain rules; provides that DOAH shall require material incorporated by reference to be filed in specified manner; requires Administration Commission to appoint DOAH director from full-time administrative law judges employed with DOAH; requires Governor & Cabinet to appoint administrative law judges from nominees recommended by statewide nominating commission; specifies composition & term lengths of members of commission.
